Who does a good job welding and pinning a thread protector on a barrel? Not looking to do it myself.

Why is it a requirement to weld and pin the thread protector on?
Would red locktite or jb weld suffice?
I thought welding and/or pinning was a requirement if the barrel was less than the required minimum length to be a rifle (not a sbr).
And the threaded barrel is obviously an evil feature on an AR so it must be addressed.
But it didn't mention anything like permanently welding, etc..
Anyone know for sure?

DSI does a 4 point pin and weld, just FYI. It is a tad pricey at I believe 50 bucks. I know they're not an option for you.
Bruce is the other operating go-to gunsmith (Hunters Essentials) and does good work.
