Answered my own question. It is the handle to open the gate on the pour spout.

yes its propane lead should begin flowing in 10 minutes or so.
great for wheel weights and lead from the range.
i only have to use it once or twice a year.

I have 2 a lee and a rcbs I use the rcbs for making the bullets. The lee constantly drips. I use to use that for range lead and wheel weights
