Since buying the Jeep, the gf's F350 stays hooked up to the horse trailer, and sometimes goes as much as 1-2 weeks between uses. When driving it after its been sitting for a bit, it starts off very low on power and the more you try to step on it, the louder the sound of rushing air is. This fades over a short distance and then drives as it should. Is this normal?

That could depend on what packages are on the truck. Pop the hood and take a look. If the fan(s) are completely enclosed in a black plastic shroud with nothing attaching it to the motor, it's an electric fan setup. If there's a large snout connecting the fan to the water pump (usually right in the center of the motor), it's a clutch style fan.
If it's the latter, the fan could be engaging on startup.

If it's still slow while flooring it, that's a separate issue. But, if it's just noisy and feels sluggish right after startup, and clears up after a few blocks... That's pretty similar to what happens on mine, and many other Dodge trucks when the fan engages on startup. Obviously the 6.4 powerstroke isn't a Dodge, but still. The clutch fans create a ton of drag until they shut off.
