Police are trying to identify the body of a man who washed up along a Brooklyn beach wrapped in plastic bags with his arms tied around his back, his feet in "cement shoes." (5/4/16)

BROOKLYN - Police identified the body Wednesday of a man who washed up on a Brooklyn beach, wrapped in plastic bags with his arms tied and feet in "cement shoes."
They say the body is Peter Martinez, 28.
A student of Kingsborough Community College made the discovery Monday near the school.

New York Police Department Chief of Detectives Robert Boyce says the victim had his feet "submerged in poured concrete." Boyce says it was obviously a homicide.
The body has a large tattoo of the Virgin Mary holding a rose.
The medical examiner performed an autopsy Tuesday and will announce an official cause of death.
