Why is she concerned about building massive amounts of housing if everyone is leaving and the NY population is shrinking at historic rates?

The people who are more independent because they have jobs and money are leaving. What remains will be these train station favelas who vote for a living. It doesn't make mathematic sense to you and me, but to a socialist, it's all going according to plan.

Less real estate needed, providing you aren't restricted by height or density, which is why NYS wants to do as they please. Town of Islip changed building codes AFTER I built my 2 story barn roof garage, meaning any new construction of that type couldn't happen, and on the approved plans it was marked that the 2nd floor was NOT to be finished (they were afraid I'd make it into an apartment, but I just needed a place for camping gear and other such nonsense). With THIS, NYS can build a Fifth Element style mini city and leave the towns scrambling to service it
