M4 Clone

I see Classic Firearms is selling a Panzer M4 clone. Looks like a pretty decent shotgun for the price. Only question is it legal in NY ? The SAFE Act specs for a shotgun says no extended stock, no folding stock, no thumb hole stock and nothing over 7 rds for a semi automatic. This is a pistol grip, 5 rds. It almost sounds like this clone would be good to go in NY. What do you guys think ?
